UPSC frequently examines India's security challenges, regional stability, and international relations, where cross-border terrorism is a major factor, especially with neighbors. It tests understanding of internal security, foreign policy, and international law.
Cross-border terrorism refers to acts of violence perpetrated by non-state actors who operate from the territory of one state and launch attacks into another, often exploiting porous borders, political instability, or state patronage. It poses a significant challenge to international peace and security, frequently leading to strained bilateral relations and regional instability.
